上海百通项目管理咨询有限公司受上海机场德高动量广告有限公司 (以下简称招标人)的委托，组织其所需的上海机场德高动量广告有限公司广告打印服务进行国内公开招标活动，兹邀请合格的服务商前来投标。 Entrusted by JCDecaux Momentum Shanghai Airport Advertisement Co., Ltd. (hereinafter referred to as the tenderer), Shanghai Baitong Project Management organizes open tendering activity for the advertisement printing services needed by JCDecaux Momentum Shanghai Airport Advertisement Co., Ltd. and hereby invites qualified service providers for bidding.
一、项目概况 I. Project overview 1、 招标编号：采招2016-1102 1. Bid Number: Procurement bidding 2016-1102 2、 项目内容：本项目为上海机场德高动量广告有限公司广告打印服务商入围，主要服务内容为可移除背胶A、全透贴、可移除背胶B、合成纸、背打灯布、前打灯布等六种材料的打印服务，本次招标将确定1-4名入围服务商。具体项目内容、招标范围及所应达到的具体要求，详见招标文件相应章节。 2. Project content: the project is to enter or be selected for the advertisement printing service provider of JCDecaux Momentum Shanghai Airport Advertisement Co., Ltd., and the main service contents include the printing service of six materials, such as removable gum A, full impregnated paste, removable gum B, synthetic paper, back light cloth, front light cloth. The tendering will confirm 1to 4qualified service providers. The specific project content, tendering scope and the specific requirements to be reached are shown in the corresponding chapters of the tendering document. 3、 招标控制价：无。（超过招标控制价投标的作否决投标处理。） 3. Tendering control price: None（if the bidding price exceeds the tendering control price, it shall be deemed as void.） 4、 服务期限：自合同签订之日起1年。 4. Service period: 1 year as of the date of signing. 5、 服务地点：招标人指定地点为。虹桥商务区或浦东机场地区 5. Service place: tenderer appoints that the place is Hongqiao Business Area and Pudong Airport Area 6、 服务响应时间：需在招标人下订单48小时内送达。 6. Service respond time: to be delivered within 48 hours after the tenderer places the order.
二、投标人的资格要求 II. Tenderer’s qualification requirements 投标人需具备以下资格条件： Tenderer must meet the following qualification conditions: 1. 具有在中华人民共和国境内注册的独立法人资格，且有相关的经营范围； 1. With the independent legal entity qualifications registered in the People’s Republic of China and have the relevant business scope; 2. 具有所用所有材料品牌制造商出具的授权书； 2. With the Power of Attorney issued by all available material brand manufacturers; 3. 具有2012年以来类似项目业绩； 3. With the similar project performances since 2012; 4. 在上海地区设有固定的服务场所； 4. With fixed service site in Shanghai; 5. 本项目不接受联合体投标； 5. The project does not accept the joint bidding; 6. 本项目不允许分包、转包。 6. The project does not accept subcontracting and transfer.
三、 报名时须提交的资料 III. Documents required for sign-up 1. 营业执照、税务登记证（三证合一的可仅提供合并后的证书）、组织机构代码证（三证合一的可仅提供合并后的证书）； 1. Business license, tax registration certificate (in case of the three certificates in one,provide the combined certificate only), organization code certificate (in case of the three certificates in one, provide the combined certificate only); 2. 材料品牌制造商出具的授权书； 2. Power of Attorney issued by material brand manufacturer; 3. 法定代表人证明书或法定代表人授权委托书、被授权人身份证复印件。 3. Certificate of legal representative or authorized representative’s power of attorney, authorized person’s copy of ID card. 4. 业绩证明材料（提供合同及用户使用证明复印件，包括合同完成情况、画面使用单位、画面使用单位联系方式等）； 4. Performance proof material (provide a copy of the contract and use proof, including the completion of contract, user unit, user unit’ contact method, etc.); 5. 固定服务场所的租赁合同或产权证。 5. Lease contract or property certificate for a fixed service place. 注： Note: 1）以上提交的资料均须提供原件和复印件，原件审核后退回，复印件须加盖公章。如有缺漏，招标代理机构将拒绝接受其报名。 1) All the above information shall be the originals and copies, the originals shall be returned after review, the copies must be accompanied with a seal. If there are any omissions, the Bidding Agency will refuse to accept the bid. 2）投标人提供的一切资料均应以中文为准，如果因为语言误差造成的损失由投标人负责。 2) All information provided by the Tenderer shall prevail in the Chinese version. Tenderer is responsible for the loss caused by language errors.
四、招标文件发售时间和地点 IV. Time and place for sale of the Bidding Documents 凡有意参加投标者请于2017年3月9日至2017年3月13日每日上午 8:30 时至 11:30 时，下午 13:00 时至 16:00 时，委派授权代表持上述资格证明文件，至上海百通项目管理咨询有限公司（上海市浦明路1229弄底楼西大厅）报名，经验证后领取招标文件，本次招标文件收取工本费人民币500元/套，售后不退。 Tenderers who intends to participate in the bid shall appoint the authorized representative to carry the above qualification certificates and sign up in Shanghai Baitong Project Management Consulting Co., Ltd. (West Hall, Ground Floor, Lane 1229, Puming Road, Shanghai) at 8:30~11:30, 13:00~16:00 between 9 March, 2017 and 13 March, 2017, after verification obtain the Bidding Documents. The fee for the Bidding Documents is 500 yuan/set. No return, no refund after purchase
五、投标截止及开标时间：2017年3月31日上午09：00时（逾期送达或不符合规定的投标文件恕不接受。） V. Tender closing and opening time: 9:00AM, 31 March, 2017 (in case of the late delivery or non-conformity, the Tender Documents will not be accepted.)
