(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（■是□不是）专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。投标人须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（4）购买国货政策：本项目（□接受 ■不接受）进口产品。

(c)本项目的特定资格要求：（1）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
（2）须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；
（3）从事城市园林绿化项目的施工企业，应持有效的营业执照；
（4）项目负责人资格：园林绿化施工企业项目负责人须具有上海市园林绿化工程从业人员项目负责人电子信息卡，且无在建项目记录；
（5）施工现场项目管理机构拟派人员配备要求：*园林项目负责人1人、安全员1人、质量员1人、材料员1人、中级园林绿化工（班组负责人）1人。
备注：1）本人员数量和岗位配备为最低标准；2）*岗位不得同时兼任二个及以上项目；3）上述人员均应为企业在职人员须提供近三个月企业缴纳社保的承诺；4）本磋商文件所涉及的园林专业是指:园林(园林规划设计、园林植物、风景园林、园林绿化、绿化林业等）、园艺、城市规划、景观、植物（含植保、森保等）、环境艺术、风景旅游等专业；
（6）业绩要求：无；
（7）其他要求：无。        

(c)Specific qualification requirements for this program: (1) Not included in the lists of dishonest executors, major tax violation subjects, or serious illegal and dishonest behavior records in government procurement by "Credit China" (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn); (2) Must be a legal entity or unincorporated organization established within China (This project (does not accept) branches can participate in the procurement activities in their own names); (3) For construction enterprises engaged in urban landscaping projects, they should hold valid business licenses; (4) Project leader qualification: The project leader of landscaping construction enterprises must have the electronic information card for project leaders of Shanghai landscaping engineering practitioners, and have no record of ongoing projects; (5) Requirements for the staffing of the project management team at the construction site...
