(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目不是专门面向中小企业采购，评审时，小微企业给予3%的价格扣除。若大中型企业与小微企业组成联合体并且联合协议约定小微企业的合同份额占到合同总金额 30%以上的，对联合体的报价给予1%的扣除，用扣除后的价格参加评审。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is not specifically targeted at small and medium-sized enterprises for procurement. During the review, micro and small enterprises will be given a 3% price deduction. (c)本项目的特定资格要求：1、设计单位：具备建筑装饰工程设计专项丙级及以上资质或建筑行业建筑工程专业资质丙级及其以上资质；
2、施工单位：具备建筑工程施工总承包三级及其以上资质或建筑装修装饰工程专业承包二级及以上资质；
3、具有安全生产许可证（有效期内）；
4、设计负责人须具有二级及其以上注册建筑师资格；施工负责人具有建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人（提供《响应项目负责人基本情况表》放于响应文件中，通过上海市住房和城乡建设管理委员会网站zjw.sh.gov.cn查询、打印，加盖单位公章，首次响应文件提交截止时间前 7天内打印有效）；
5、本次采购接受联合体响应。当联合体响应时，须由施工单位担任牵头人，项目总负责人必须是联合体牵头单位人员。联合体成员单位总数应在两个及以下。其中设计单位不得超过1家，施工单位不得超过1家。

(c)Specific qualification requirements for this program: 1. Design unit: Possessing a specialized qualification of Grade C or above for architectural decoration engineering design or a professional qualification of Grade C or above for architectural engineering in the construction industry; 2. Construction unit: Possessing a Grade 3 or above general contracting qualification for construction projects or a Grade 2 or above professional contracting qualification for building decoration and finishing works; 3.
